Your Excellency Minister Mohammed El-Assar,
Dear Generals,
Excellencies and Military Attachés,
Ladies and gentlemen:


Welcome to this reception to celebrate the 90th anniversary of the founding of the Chinese People's Liberation Army (PLA).

The past 90 years witnessed eminent contributions that  PLA has made under the leadership of the Communist Party of China (CPC) to building an independent and prosperous China and the well-being of Chinese people. After the founding of the People's Republic of China in 1949, the PLA adheres to its mission of protecting national sovereignty, security and development, and working for the realization of the dream of great rejuvenation of the Chinese nation.

The PLA keeps growing in the past 90 years. Since the 18th National Congress of the CPC in 2012, based on the overall national security and development strategy, Chinese President Xi Jinping has made a series of significant decisions to deepen the reform of national defense and military system, and directed the Chinese army in its new journey to join the advanced armies in the world.

China sticks to an independent foreign policy of peace and a national defense policy that is defensive in nature. No matter what reform the PLA is undertaking, China will unswervingly pursue a path of peaceful development; No matter what future is ahead, China will never seek hegemony, and will steadfastly safeguard the world peace and stability.

Chinese army has been contributing more and more to global missions like peace-keeping, ocean escort, humanitarian aid and fighting against terrorism. China has dispatched over 35,000 peace-keeping troops, with 2,500 carrying out duties now on the ground, a number more than any other permanent members of the UN Security Council. Chinese Navy convoys have escorted over 6,000 vessels, over half foreign ships or the World Food Program ships. Brave Chinese soldiers were seen in fighting Ebola in Africa and water shortage crisis in Male, the capital of the Maldives. Chinese army was, is and will always be a keeper of peace, a contributor to development and a protector for global order.

Ladies and gentlemen,

China and Egypt have established a comprehensive strategic partnership. Egyptian President Sisi has paid three visits to China, and Chinese President Xi also paid a historic visit to Egypt in 2016. Bilateral exchange and cooperation in various fields have scored fruitful achievements. Egyptian army is the pillar of the country's security and stability, and also plays its unique role in preserving regional peace. As part of the bilateral ties, the relation between Chinese and Egyptian armies maintains a good momentum of development, and has achieved a lot in personnel training, military tech cooperation and cultural exchange along with high-level visits.

In March this year, "the Week of Chinese Military Culture" was held in Egypt. Military bands of the two countries performed together in Cairo's Saladin Citadel, which attracted lots of Egyptian military personnel and local residents. As a showcase for the elegant image of the two armies, the week promoted their exchange and friendship.

On this special occasion, I would like to express my best wishes for the further development of the ties between China and Egypt and their armed forces, for the new contributions that both sides will make to the maintenance of peace and stability in our regions and the world, and for the continuous growing of comprehensive strategic partnership between China and Egypt.
