The First Meeting of the China-Japan High-level Consultation Mechanism on People-to-people and Cultural Exchanges Held in Japan Wang Yi and Foreign Minister Toshimitsu Motegi of Japan Co-chair the Meeting

On November 25, 2019 local time, State Councilor and Foreign Minister Wang Yi and Foreign Minister Toshimitsu Motegi of Japan co-chaired the first meeting of the China-Japan high-level consultation mechanism on people-to-people and cultural exchanges in Tokyo, Japan.

Wang Yi and Toshimitsu Motegi read President Xi Jinping and Prime Minister Shinzo Abe’s congratulatory letters respectively.

Wang Yi said, the establishment of a high-level consultation mechanism on people-to-people and cultural exchanges between China and Japan is an important consensus reached by the leaders of the two countries, which represents their deep expectations. China and Japan share a long-standing history of people-to-people and cultural exchanges. Bilateral cultural and people-to-people exchanges are deeply rooted and accumulate a unique blend of cultures, forming a strong bond between the two peoples and an inexhaustible driving force for the development of bilateral relations. Our two countries should nurture collective values from our profound history and culture, seek enlightment for today from the ancient wisdom of amity and good neighborliness, blaze the trail of good friends of mutual understanding and amity for the two peoples and push bilateral relations for long-term and steady development. The Chinese side is ready to strengthen overall planning with the Japanese side to further expand two-way personnel exchanges, enrich the connotation of people-to-people and cultural exchanges, strengthen guidance and shaping of public opinion, promote exchanges and mutual learning among civilizations, and enhance mutual understanding and friendship between the two peoples, so as to build a strong people-to-people and cultural bond and a solid public support for the long-term development of bilateral relations.

Toshimitsu Motegi said, with a long history of exchanges between Japan and China for more than 2,000 years, the people-to-people and cultural exchanges have been playing an important role in enhancing mutual understanding between the two peoples and are an indispensable basis for advancing long-term development of bilateral relations. Both sides should give full play to the role of the high-level consultation mechanism on people-to-people and cultural exchanges, actively carry out such exchanges and cooperation in culture, sports and tourism to push for greater development of Japan-China people-to-people and cultural exchanges in the new era.

Principals of relevant department of the two countries also briefed on the respective progress and planning in exchanges and cooperation in such areas as culture, tourism, education, sports, media, film and television, locality, youth and women. An eight-point consensus was reached, including designating the year of 2020 as the "China-Japan Cultural and Sports Exchange Promotion Year"; resuming and expanding two-way study tours; expanding personnel exchanges in a balanced way to exceed 15 million at an early date and ensuring the success of China-Japan Tourism Forum; promoting cooperation in cultural industries such as film and television, music, animation and comics and publication as well as high-level exchanges between art troupes; supporting each other in making the 2020 Tokyo Olympic Games and 2022 Beijing Winter Olympics a success as well as elevating bilateral exchanges and cooperation in sports by taking cooperation in the Olympic Games as an opportunity; supporting the press in exchanging visits and carrying out exchanges and cooperation; sharing the experience in the cause of women and promoting cooperation in development with the joint participation of men and women; and holding the second meeting of the China-Japan high-level consultation mechanism on people-to-people and cultural exchanges in due time in China next year.
