His first Middle East visit
On Sep 17, 2002, Chinese Government appointed Ambassador Wang Shijie as Chinese Middle East Envoy.
On Nov.6, 2002, Chinese Middle east envoy Wang Shijie arrived in Cairo, the first station of his first Middle East visit.
On Nov.7, 2002, Chinese Middle east envoy Wang Shijie met with Egyptian President Hosni Mubarak's political advisor Osama al-Baz, Arab League chief Amr Moussa and Egyptian Foreign Minister Ahmed Maher on the latest Middle east situation.
From Nov.8 to Nov.14, 2002, Chinese Middle east envoy Wang Shijie visited Lebanon, Syria, Jordan, Israel and the Palestinian self-ruled areas.
Wang stressed that The Chinese Government supports all efforts conducive to the peaceful resolution of the Middle East issue and , as a permanent member of the UN Security Council, China has the obligation and the responsibility to maintain regional and world peace. He said that China would continue to play an impartial and active role in helping to resolve the crisis in the region.
Wang expressed that China supports the resumption of the legitimate national rights for Arabs and Palestinians, including the establishment of a Palestinian state, Wang also reiterated. "At the same time China also thinks that the security of Israel should be assured.''
His second Middle East visit
From May 18,2003 to May 22. 2003, Chinese Middle east envoy Wang Shijie visited Israel and Palestinian self-ruled areas.
During the visit, Wang exchanged views with Israeli Foreign Minister Silvan Shalom, Palestinian National Authority Chairman Yasser Arafat, Palestinian Prime Minister Mahmoud Abbas, and Palestinian Foreign Minister Nabil Shaath on the Middle East situation and the "roadmap" plan.
Wang expressed that China welcomes and supports the Middle east peace "Road Map," and China hoped both Israel and Palestine would seize the opportunity and cooperate with the international community in their efforts to ensure the early implementation of the?Road Map?and the realization of peace and stability in the region.
Wang also urged the international community to work harder on the Middle East issue and set up a just, authoritative and effective international supervision mechanism as soon as possible.
China's Five-Point Proposal on the Current Middle East Question
1. The Chinese side welcomes and supports the "road map" peace plan for the Middle East officially announced by the "Quartet", believing that the "road map" is positive in content and provides a sound basis for resumed talks between Israel and Palestine. It is hoped that the two sides will seize this opportunity and take feasible measures to cooperate with the international community in its efforts for peace and an early solution of the question of Palestine.
2. It is time that both Israel and Palestine officially announce their acceptance of the "road map" plan and implement it as soon as possible. The top priority is for both sides to stop violence for violence and revenge for revenge promptly so as to pave the way for the resumption of the talks and conclusion of an agreement. We call upon Israel to withdraw its troops to the position held before 28 September 2000, end military strikes, political isolation, economic blockade against Palestine and the policy of "targeted assassination", freeze the construction of Jewish settlements, ease humanitarian crisis in Palestine and restore the freedom of movement of Chairman Yasser Arafat. In the meantime, Israel's security should be fully guaranteed. The Palestinian National Authority has the duty to take effective measures to stop extremist and violent activities. The Chinese side stands for an early establishment of an independent state of Palestine and encourages democratic elections as well as reforms in the political, financial, economic, judicial and administrative and other areas in Palestine. The Palestinian people's right to choose a political system independently and the legitimate leaders selected by the Palestinian people through democratic elections should be respected.
As for the problems that might crop up in the process of implementing the "road map", the two sides should seek negotiated settlement on the principles of openness, consultation on the basis of equality, mutual understanding and accommodation, and tackling the easier problems first.
3. In order to ensure the fulfillment of the "road map" plan, a fair, authoritative and effective international supervisory mechanism should be set up as early as possible.
4. On the basis of the relevant UN resolutions, the principle of "land for peace" laid down at the Madrid Peace Conference and the agreements and consensus reached by all parties, it is essential to resume the negotiations between Israel and Syria and between Israel and Lebanon at an early date in a bid to arrive at a final solution acceptable to all parties and to eventually bring about a comprehensive and lasting peace in the Middle East.
5. It is the shared responsibility and duty of the international community to bring about peace and stability in the Middle East. The international community should give more attention and input to the Middle East question. The United Nations should play a bigger role. China proposes that an international conference on the Middle East question be convened as soon as possible with the participation of the five permanent members of the Security Council and all the parties concerned. China is ready to get actively involved in the international efforts to promote the Middle East peace process.
His third Middle East visit
From October 19 to 29, Special envoy Wang Shijie paid visits to Syria, Egypt, Lebanon, Saudi Arabia, Palestine and Israel.
This is his third visit to the Middle East, marking China's latest diplomatic efforts to push forward the peace process. During his visit, he respectively met and held in-depth talks on Middle East issues with important political figures in the six countries and the special representative of the UN Secretary General in the Southern Lebanon. Special envoy Wang Shijie expressed concerns over tensions in the region and especially worked on relevant parties in the purpose of stopping violent disputes and resuming peace talks as soon as possible. He also stressed that the exchange of violence will definitely do no good to both Palestine and Israel. Therefore, he called on relevant parties to exercise restraint, put an end to the vicious cycle of revenge, coordinate with the international community in the peace-making efforts, resume peace talks as soon as possible and implement the "road map" for the Middle East peace. China's position and efforts aimed at pushing forward the peace process in the Middle East have been appreciated and highly spoken by the relevant parties.
His tour in Egypt
From October21-23, Special Envoy Wang Shijie visited Egypt. During the visit Wang held separate talks with Osama al-Baz, political advisor to Egyptian President Hosni Mubarak, and Arab League chief Amr Moussa on the volatile Middle East situation.
