MOU on Population-related Cooperations between China and Egypt Signed

On October 10, 2001, Chinese Government and Egyptian Government have signed a MOU on Cooperation in the Fields of Population, Family Planning, Reproductive Health and Women Empowerment Programs.

Here follows the full text of the MOU:  

MEMORANDUM OF UNDERSTANDING On COOPERATION IN THE FIELDS OF POPULATION, FAMILY PLANNING, PRODUCTIVE HEALTH AND WOMEN EMPOWERMENT PROGRAMS Between the government of THE ARAB REPUBLIC OF EGYPT And the government of THE PEOPLE’S REPUBLIC OF CHINA


The Government of the Arab Republic of Egypt,and

The Government of the People’s Republic of China

Hereinafter referred to as the "Parties"

ACKNOWLEDGING that the twocountries enjoy a long tradition of friendly relations ;

RECOGNIZING that it is vital todeepen this friendly relation and strengthen cooperation between the Parties in the flelds of population, family planning, reproductive health and women empowerment programs based on the principles of equally and mutual benefit;

PURSUANT to the prevailing laws and regulation in their respective countries as well as the procedure and policies of cooperation in the field of population andfamily planning programs:

HAVE AGREED as follows:

ARTICLE I

The Parties shall endeavor to encourage and develop the cooperation in the field of population and family programs within the framework of this Memorandum of Understanding.

ARTICLE II

The Parties agreed to exchange visits during the period 2002-2003, to discuss issues in these fields and other related matters.The visiting country should bear the international travel expenses, while the hosting country should bear domestic accommodation and transportation fees.

ARTICLE III

The Chinese side shall send their experts and technical personnel to Egypt, at the request of the Egyptian side, to provide training in program implementation and management, production of information, education, communication materials and training for personnel working at centers for service and counseling on population-family planning issues; and shall receive Egyptian trainees in short courses on related issues. Both parties shall agree upon expenses for these activities.

The Parties also agreed to facilitate, for their personnel, the participation in seminars, studies or training courses in the framework of international projects/programs in order to enhance their capacity and share progress in the field of population and family planning.

ARTICLE IV

The Parties shall encourage scientific research and training cooperation in the fields of population and family planning between institutions of both countries at provincial/city level upon a request of one of the Parties.

ARTICLE V

The Parties shall encourage the industrial sector of their respective countries to cooperate in the production of the necessary products and devices to promote and enhance family planning methods.

ARTICLE VI

Any disputes arising out of interpretation, application or implementation of this Memorandum of Understanding shall be settled amiably by consultation and negotiation between the Parties.

ARTICLE VII

The Memorandum of Understanding may be amended at any time in writing by mutual consent of the Parties.

Done in Cairo, on October 10th, 2001, in English language, in two copies of which one for each party.
