On the morning of May 19 local time, Premier Li Keqiang held talks with President Dilma Rousseff of Brazil at the presidential palace in Brasilia. Vice President Michel Temer of Brazil was present.

Li Keqiang conveyed sincere greetings from President Xi Jinping to President Dilma Rousseff. He said that China-Brazil relations are comprehensively and rapidly developing in recent years with increasingly heightened strategic and overall importance. China will, together with Brazil, maintain high-level contacts, deepen political mutual trust, strengthen people-to-people and cultural exchanges, and constantly promote bilateral comprehensive strategic partnership for greater development.

Li Keqiang pointed out that China and Brazil are not only major emerging economies in the world but also the largest developing countries in the eastern and western hemispheres respectively, therefore, enhancing bilateral cooperation is of great significance to promoting development and improving people's livelihood in the two countries, maintaining the overall development momentum of emerging market countries, and pushing global economic recovery. Both sides could formulate bilateral cooperation plan on industrial investment and upgrade bilateral mutually beneficial cooperation based on the signing of framework agreements concerning investment and cooperation in production capacity and in the principle of mutual benefit, win-win results and common development. Both countries should focus on industrial investment cooperation in railway, mining, electricity, equipment manufacturing and other fields, take solid steps in projects such as the railway linking the Pacific and Atlantic Oceans, carry out industrial chain cooperation in such fields as clean energy, iron ore and agriculture, and enhance cooperation in such sectors as oil-gas exploration and exploitation, petrochemical equipment and investment in shipbuilding trade. China supports Chinese enterprises to expand investment in Brazil and share experience and technology with the Brazilian side, and encourages bilateral financial institutions to conduct settlement in local currencies, thus help deepen bilateral cooperation. Both countries should also actively expand science, technology, culture, education, tourism, youth and other people-to-people and cultural exchanges and cooperation.

Li Keqiang stressed that China will, together with Brazil, constantly advance bilateral comprehensive cooperative partnership, further strengthen strategic coordination within organizations and multilateral frameworks such as the UN, the G20, BRICS countries as well as BASIC countries, safeguard unity and interests of developing countries, and push forward global peace, development and prosperity.

Dilma Rousseff warmly welcomed Li Keqiang's visit to Brazil, and thanked Li Keqiang for choosing Brazil as the first stop of his Latin American trip. Dilma Rousseff expressed that with the joint efforts of both sides, bilateral relations have greatly developed which, in turn, has promoted relations and cooperation between Latin America and China. Premier Li's visit marks an important moment for bilateral comprehensive strategic partnership. Brazil will work with China to consolidate traditional friendship, expand and deepen cooperation in such areas as infrastructure construction, finance, telecommunication, agriculture, energy, aviation and aerospace, vigorously carry out production capacity cooperation, conduct research and cooperation in constructing the railway linking the Pacific and Atlantic Oceans and forge bilateral cooperation into a model for cooperation among emerging market countries. It is hoped that both sides could elevate bilateral relations and cooperation to a new level by taking the opportunity of signing the joint action plan between the two governments. Brazil will keep close communication and coordination with China on major international and regional issues and together safeguard interests of developing countries.

Following the talks, Li Keqiang and Dilma Rousseff signed the 2015-2021 Joint Action Plan Between the Government of the People's Republic of China and the Government of the Federal Republic of Brazil, and witnessed the signing of 35 bilateral cooperation documents covering production capacity, infrastructure construction, finance, aviation, agriculture, new energy, telecommunication, science and technology. Both sides also issued a joint statement between the Chinese and Brazilian government and a joint statement on climate change.

Prior to the talks, Dilma Rousseff held a grand welcome ceremony at the square in front of the presidential palace. Li Keqiang reviewed the honor guard of the Brazilian side. The military band played the national anthems of both China and Brazil. The national flags of both countries were raised at the square.

On the same day, Premier Li Keqiang's wife Mme. Cheng Hong visited a social factory providing vocational training for the impoverished local people in Brasilia.
