Xi Jinping Attends Meeting of the Three Heads of State of China, Russia and Mongolia

On September 11, 2014, President Xi Jinping, together with President Vladimir Putin of Russia and President Tsakhia Elbegdorj of Mongolia, held the meeting of the three heads of state of China, Russia and Mongolia in Dushanbe.

Xi Jinping stressed that the three countries of China, Russia and Mongolia are good neighbors and good partners. Under the current complex and fluctuating international and regional situation, the three heads of state holding their first meeting and conducting communication on cooperation issues of mutual concern can enhance mutual trust among the three sides, promote mutually beneficial and win-win cooperation, achieve advantageous complementarities and common development and promote the process of regional cooperation in Northeast Asia. It is necessary and is also of great significance. A good start is half the battle. I believe that this meeting will lay a good foundation for the development of closer trilateral relations in future.

Xi Jinping pointed out that the development strategies of the three countries of China, Russia and Mongolia are highly consistent. The initiative of jointly building the Silk Road Economic Belt put forward by the Chinese side has got positive response from the Russian side and the Mongolian side. We can link the Silk Road Economic Belt with Russia's initiative of the Railway across Eurasia and Mongolia's initiative of the Prairie Road, forge the China-Mongolia-Russia Economic Corridor, strengthen connectivity construction of highways and railways, promote the facilitation of customs clearance and transport, promote cooperation in transit transport, carry out research on construction of trilateral cross-border transmission grid, and conduct practical cooperation in tourism, think tank, media, environmental protection, disaster mitigation and relief and other fields. The three sides can deepen cooperation within the framework of the Shanghai Cooperation Organization (SCO), jointly safeguard regional security and achieve common development. They should also strengthen international cooperation, jointly safeguard the basic norms governing international relations, jointly advocate the new security concept of mutual trust, mutual benefit, equality and coordination and jointly promote political settlement of international disputes and hotspot issues through dialogues and negotiations in a peaceful way. The Chinese side supports the Mongolian side to actively participate in regional affairs. Next year marks the 70th anniversary of victories of the World Anti-Fascist War and the Chinese People's War of Resistance against Japanese Aggression as well as the 70th anniversary of the founding of the United Nations. China and Russia will hold a series of celebrations and commemorative activities and we welcome the Mongolian side to participate in related events.

Putin said that Russia, China and Mongolia are linked geographically and should strengthen exchanges, dialogues and coordination. China's initiative of jointly building the Silk Road Economic Belt provides new and important opportunities for trilateral cooperation. The three sides should combine their own development plans to establish long-term and stable cooperative relations in energy and mineral, transportation infrastructure construction and other fields. All the three countries advocate world multi-polarization and should work together to maintain regional security and stability.

Elbegdorj said that Mongolia attaches great importance to the development of closer neighborly and friendly cooperative relations with China and Russia from a strategic height. Recently, President Xi Jinping and President Putin respectively visited Mongolia, pushing ahead with the development of the Mongolia-China relations and the Mongolia-Russia relations. The Mongolian side hopes to strengthen cooperation with China and Russia, and boost connectivity of transportation infrastructure and cross-border transport. The Mongolian side hopes to strengthen cooperation with Asia-Pacific Economic Cooperation (APEC) and other mechanisms and actively participate in regional affairs.

The three heads of state believe that this meeting is very helpful. They will respectively instruct related departments of their own to implement the consensus reached by the three heads of state, conduct research on related cooperation proposals and timely report to the three heads of state. They will establish a mechanism for Deputy Foreign Ministerial-level consultation of the three countries and comprehensively promote trilateral cooperation.

The three heads of state agreed that the three heads of state meeting will continue to be held as needed in future.
