Xi Jinping Meets with President Vladimir Putin of Russia

On September 11, 2014, President Xi Jinping met with President Vladimir Putin of Russia in Dushanbe.

Xi Jinping pointed out that recently we have met twice in Shanghai and Fortaleza of Brazil, and have reached a series of important consensuses on cooperation, which are being proactively implemented at different places by various departments of the governments of the two countries. China-Russia relations and cooperation in various fields boast strong momentum. At the beginning of this month, you personally attended the commencement ceremony of the Russian part of the China-Russia East Route natural gas pipeline, reflecting the importance you attach to the bilateral energy cooperation and playing a leading and modeling role in deepening the bilateral practical cooperation in various fields. At present, the two sides are actively discussing cooperation in high-speed rails, the cooperation in the satellite navigation system has initiated, and the cooperation in large-scale projects such as joint research and development of long-distance wide-body passenger aircrafts and heavy helicopters is making new progress. I am willing to continue to maintain close communication with you, promoting the two sides to strengthen mutual support, expand mutual opening, and offer and seek mutual assistance, so as to jointly guard against external risks and challenges as well as realize respective development and revitalization.

As for the bilateral practical cooperation, Xi Jinping stressed that the two sides should continue to promote the bilateral cooperation in large-scale strategic projects, in particular launch as soon as possible the China-Russia West Route natural gas pipeline project, so as to promote the bilateral energy cooperation to a new level. The two sides should also expand financial cooperation, promote the bilateral currency swap, and jointly well build the BRICS Development Bank.

Putin said that currently, Russia-China relations enjoy sound momentum of development, and cooperation in various fields is moving ahead smoothly in accordance with the consensuses and agreements the two sides have reached. Meeting with President Xi Jinping again while attending this Shanghai Cooperation Organization (SCO) Summit and conducting communications on major issues and the bilateral cooperation are of great importance to the promotion of further development of Russia-China relations. He expressed satisfaction with the present bilateral economic and trade cooperation, and hoped that the two sides continue to make efforts to promote major projects in oil and gas, nuclear energy, aviation, finance, infrastructure construction and other fields. The Russia-China West Route natural gas pipeline project is to bring about mutual benefits and win-win outcomes. He attaches great importance to the project and asks to speed up the construction. The two sides should also make full use of the relations of over one hundred pairs of sister provinces/states and cities between Russia and China, so as to promote regional cooperation and people-to-people and cultural exchanges. Currently, uncertain and unstable factors are increasing in international and regional situations. Russia and China should strengthen coordination and cooperation in international and regional affairs.

The two heads of state also exchanged views on the upcoming Dushanbe Summit of the SCO, holding that under the current situation, the member states of the SCO should strengthen solidarity, mutual trust and cooperation, promote simultaneous development of the two wheels of security and economy, resolutely crack down on the "three evil forces", and vigorously push forward practical cooperation in various fields, so as to make the SCO a reliable guarantee for the stability and development of its member states. China and Russia should strengthen communication and coordination, increase input, and guide the SCO to develop consistently toward the direction of serving the common interests of the countries in the region. Xi Jinping said that China supports Russia in taking over the SCO presidency and well hosting next year's Ufa Summit.

Putin introduced Russia's views and stance on the current Ukrainian crisis. Xi Jinping stressed that the relevant parties should trace back to the root causes of the crisis and rationalize and settle the conflict fundamentally. China calls for political resolution of the Ukrainian crisis and appeals for Ukraine to initiate inclusive dialogues and reach a comprehensive political resolution to the crisis as early as possible.

Putin said that Russia attaches importance to and appreciates China's stance and proposition on the Ukrainian issue and is willing to maintain communication with China.

The two heads of state also exchanged views on situations of Afghanistan, West Asia and North Africa and so on.

Wang Huning, Li Zhanshu, Yang Jiechi and others were present at the meeting.
